Character overview
Jubrayl Vhiski, also known as Jibril Biski, Dubral Bisky, Dubral, Bisky, and Jubrayl Bisky, is Sandpoint's most openly acknowledged connection to the Sczarni criminal network, a charming and dangerous Varisian man who conducts his various enterprises behind the respectable facade of the Fatman's Feedbag's back room with the relaxed confidence of someone who has correctly calculated that Sandpoint lacks both the means and the genuine appetite to do much about him. He is not violent by preference—violence is expensive and draws attention—but he is entirely capable of it and sufficiently connected to make the consequences of crossing him extend well beyond whatever Sandpoint's sheriff might personally manage. He is sociable and even genuinely pleasant in the way that certain dangerous people are, possessing the particular charm of someone who has never needed to pretend that the power in a given room belongs to anyone other than himself. Belor Hemlock watches him with the patient attention of a man who is waiting for an opportunity he has not yet been given, and Jubrayl watches Belor back with the equal patience of a man who intends to make sure that opportunity never arrives.
Jubrayl was present at the Goblin Toss in the festival square, engaging in soliciting wagers and taking bets on the tiebreaker. He moved around the games to encourage more betting and approached Eliza to request her to lose, offering his favor in town as a reward instead of a Silver Ring. His actions could influence the outcome of the Goblin Toss, and his favor may hold significance in the town's social dynamics. Identified as Jubrayl Vhiski, he is expected to be the leader of The Sczarni in Sandpoint, conducting business from the Fatman's Feedbag. He sat inside the establishment, invited Rasvantin Torvashti to sit, served him a drink, and complained about Belor Hemlock's treatment of local Varisians. Jubrayl sought control of The Pixie's Kitten, claiming owner Kaye Tesarani was refusing to sell due to Belor Hemlock's protection, proposing to persuade Kaia to sell or use a Ledger alleging the sheriff took bribes. He suggested the Ledger should be "found" by a credible person, preferring Ruby or Cerith Ferror over Esquik, and offered Raz money, a share of the business, and free access to the establishment for assistance.
He tossed Eliza a pouch worth 3 gold as previously promised. Upon greeting Esquik, he offered tax-free metal supplies and extra weapons if Esquik and Savah Bevaniky bought through him, proposing an exclusive supply relationship, boasting of smuggling contacts in Korvosa, and claiming he could make rival deliveries disappear. He conducted these negotiations and offers at the Fatman's Feedbag and encouraged future meetings there. Currently, he seeks acquisition of The Fairy's Pussy through persuasion or a planted/discovered Ledger, offering commercial incentives and local access to recruit intermediaries.
In a Magnimar park, Jubril Bisky spoke with A Hellknight and claimed to have proof that Saba Piveniki was producing Alkenstar-Style Black Powder Firearm and cooperating with The Thief Who Had Stolen The Original Weapon. The Hellknight paid Jubril for the information and warned him that he would answer for it if the accusation proved false. He has collaborated with Hellknights, providing information about Sava, including allegations of smuggling firearm parts and manufacturing firearms without coercion. Jubrayl is reportedly planning something against Sava and is currently rumored to have goods for sale in Sandpoint. He has been implicated by forged notes, accounting records, tools, and firearm components prepared by Esquik. His associates have collected hidden goods from marked logs at the Scarnetti sawmill, and forged documents and firearm components were planted in his tavern office for discovery. Jubrayl also had a part in Esquik’s partner being caught while she was manufacturing guns, leading to Rasvantin Torvashti and Esquik planting evidence of smuggling in Bisky’s office.
