Official papers bearing the seal of the Steward of Isger circulated through Breachill, identified as a bounty issued by the government in Elidir against dissenters or revolutionaries. Copies were posted at a roadside inn and nailed to trees and fence posts along the road.
The Steward of Isger sought to improve his standing with Cheliax following the attack at Hellknight Hill. Bounties were placed on the Hellbreakers League while their leaders pursued political allies in Elidir for their removal. In Saringallow, locals expressed growing frustration with the Steward for his perceived eagerness to serve Cheliax.
