NPC overview
Rhokrag, also known as Rhograk, is one of the three lieutenants of the Hellbreakers League, ranking just below the founders alongside Maire Phelan and Xerra Bluebottle. A tall, hardened hobgoblin warrior, he keeps a low profile, preferring to work out of the public eye in the basement workroom of Hellbreakers League's secret headquarters in Saringallow, sorting ledgers, maps, and documents necessary for the resistance's operations. Stern and no-nonsense by temperament, he has little patience for theatrics and warms quickest to those who share his straightforward, get-it-done attitude. As a goblinoid, he is keenly aware that many Isgerians still harbor prejudice toward his kind in the wake of the Goblinblood Wars. However, he believes that throwing off Cheliax's yoke is the first step toward healing those old wounds and that a free Isger has room enough for all its peoples. The Hellbreakers's Saringallow safehouse is even registered under his name.
After The Party arrived, Rhokrag sent them to the Hellbreakers’ Warehouse near the docks to find Gertraud and check on a delayed delivery. He warned them to conceal their Hellbreaker ties, avoid unnecessary attention in Saringallow, and report any undead activity. Upon their return, he received their report that thieves had intercepted the supplies and captured Gertraud. The next day, Rhokrag gathered the local recruits and instructed them to break laws only for the greater good, avoid unnecessary killing, and keep Isger’s people on their side. He assigned The Group to intercept supply ships on the river, provided petty cash, showed them an ambush site, and stated that the target ship should arrive in about three days.
In a later engagement, Rhograk led freed survivors back to Saringallow and addressed The Hellbreakers’s headquarters from atop a table. After the rescue, he urged the group to take anything valuable and leave before more enemies arrived. He filled Bromli’s pockets with metal, inquired about his god, and disposed of his body in the water. He stripped another fallen companion, commended the soul to a god, and sank that body as well. On the road, he noted that such losses would be common in a revolution and paused the group by the river to tend to wounds. Upon arriving in Saringallow, he ordered rest and food, reported that A Hellknight might be seeking information on The Hellbreakers, and warned that the cell was being hunted. He confirmed that Kracka was Bromli’s son and instructed Bromli’s companions to inform him of Bromli’s death. He ordered the cell to lie low for a week and considered paying a temple of Caden for prayers. Afterward, he announced reduced raids, assigned regions, and ordered departure the next morning.
