It began as a gathering place of the native Isgeri tribes, became the headquarters of Taldor's conquering Seventh Army of Exploration, and grew over two thousand years into a bustling metropolis.

Elidir is the capital and beating commercial heart of Isger, a walled city straddling the Conerica River at the confluence where its tributaries meet, nestled in the foothills of the Menador Mountains. It began as a gathering place of the native Isgeri tribes, became the headquarters of Taldor's conquering Seventh Army of Exploration, and grew over two thousand years into a bustling metropolis. However, the Even-Tongued Conquest that delivered it to Cheliax left wounds it never fully recovered from. Today, Elidir is the seat of the steward, Hedvend VI, who governs it through the Isgeri Army and the Trade Office. Its life revolves almost entirely around the river trade: its harshest laws protect the flow of commerce, its prices are inflated by Chelaxian exploitation, and movement in and out is tightly watched at the great river gates. The city is also the stronghold of Isger's wealthy elite and Cheliax's most loyal supporters, who live walled away on the hills above the working districts; the Asmodean Kingsthrone Cathedral towers over the skyline, attended as much from fear of seeming disloyal as from any true piety. For a Hellbreaker, Elidir is the lion's den — the place where Chelaxian power in Isger is most concentrated and most dangerous.
Elidir's government issued a bounty against dissenters and revolutionaries. The Bounty Decree was written vaguely, allowing individuals to accuse others with minimal proof and collect payment. This proclamation spread beyond Elidir on folded papers, tavern notices, trees, and fence posts. In Breachill, townsfolk expressed disgust and worry, fearing betrayal among neighbors for coin, while a crowd protested the notices in Monument Circle. The Hellbreakers’ leaders, including Alzeo, sought assistance from political allies in Elidir to remove the bounties on The Party.
