The Kingdom of Cheliax is the diabolic empire that holds Isger in its grip — and at its head sits House Thrune, the ruling line that bound the nation to Hell itself. When the god Aroden died and Cheliax fell into the despair and civil war that followed, it was House Thrune that clawed its way to the throne by striking a pact with the archdevil Asmodeus, trading the empire's soul for the power to restore order. Ever since, Cheliax has been ruled as a diabolic state: Asmodeus is its patron deity and the law of Hell is the law of the land, with the nobility binding devils to their service and enforcing their rule through ironclad contracts, rigid hierarchy, and unflinching cruelty. From its capital at Egorian, Cheliax once stood as the mightiest power in the Inner Sea, and though its star has dimmed, it remains feared across the region. Isger holds the grim distinction of being the empire's very first vassal state, seized by force not long after Cheliax won its own independence from Taldor in the Even-Tongued Conquest.
The empire's present ruler is Her Infernal Majestrix Abrogail Thrune II, a young and imperious queen whose power and casual ruthlessness are felt everywhere Cheliax's reach extends. Under her, the empire crushes dissent without hesitation — even minor acts of civil disobedience can be answered with public execution — and it bleeds its vassals for every coin and resource they can yield, claiming first pick of Isger's lumber, minerals, and river trade while offering little in return. House Thrune's will is enforced through a web of instruments: the Hellknights who venerate the discipline of devils, the Church of Asmodeus that binds the faithful through fear and favor, and the local stewards and loyalists who profit by serving Cheliax's interests over their own people's. To a Hellbreaker, Abrogail Thrune and her house are the root of every chain that binds Isger — a distant, infernal authority whose shadow falls over the nation even in those moments when the empire seems too occupied with its own grandeur to notice the suffering it causes.
